“Let me be clear, these terms are not negotiable,” Mr. Obama said from the East Room of the White House. Those terms, particularly lifting the siege of opposition-held territories, would give the rebels a reprieve, if not a military advantage.

Libya had pledged a cease-fire hours before. But reports from rebel-held territory indicated that the attacks by Qaddafi militias continued unabated in the east and west.

Government forces continued to advance on Benghazi, the rebel’s capital in the east, and people fleeing nearby Ajdabiya said troops were bombing and conducting assaults in the afternoon. The western city of Misurata was under siege, its electricity and water cut by the government, and doctors reported that at least 25 people were killed, including 16 unarmed civilians. In Tripoli, the repression of peaceful protests continued, and gunfire was heard late in the evening.

President Obama said he was sending Secretary of State Hillary Rodham Clinton to a meeting in Paris on Saturday to consult with France, Britain and members of the Arab League on further action. An allied military strike on Libya did not appear imminent on Friday night.

Mr. Obama spoke 18 hours after the passage of a United Nations Security Council resolution authorizing military action against Colonel Qaddafi, and as violence raged across the Middle East. In Yemen, security forces and government supporters shot and killed at least 40 protesters. In Bahrain, the government tore down the monument adopted by the country’s rebel movement, the pearl in the middle of Pearl Square in Manama. In Syria, a police state where protest is rare, large demonstrations broke out in four cities.

In contrast to the military intervention in Libya, the administration has restricted itself in those countries to statements condemning the violence and urging restraint.

Mr. Obama used tough language that was at times reminiscent of President George W. Bush before the war in Iraq.

“If Qaddafi does not comply with the resolution, the international community will impose consequences, and the resolution will be enforced through military action,” Mr. Obama said, laying out a policy decision made after several weeks in which the administration sent conflicting signals about its willingness to use force to aid the rebels at a time of upheaval throughout the Arab world.

But unlike Mr. Bush, Mr. Obama cast the United States in a supporting, almost reluctant role, reflecting the clear desire of the Pentagon, which has been strongly resistant to another American war in the Middle East. He said that Britain, France and Arab nations would take the lead, and that United States ground forces would not enter Libya.

The White House and the Pentagon offered no other details on what the precise role of the United States military would be in any strikes against Colonel Qaddafi’s forces, but an administration official said late Friday that the United States might take the lead in an attempt to destroy Libya’s air defenses at the beginning of operations.

“We may do the shaping on the front end,” the administration official said. The official was referring to the ability of American forces, greater than that of the allies, to strike targets precisely from long distances, whether by missiles launched from submarines, surface warships or attack jets.

The official said that the goal was to limit American military involvement to the initial stages of any action, and that it was the administration’s expectation that the allies could control the skies over Libya once Colonel Qaddafi’s air defenses are destroyed.

Mr. Obama’s remarks at the White House capped a day of diplomacy mixed with military threats in Washington, London and Paris, where the allies forged a united front against Colonel Qaddafi. Britain, France and then the United States responded with almost identically worded skepticism after Moussa Koussa, the Libyan foreign minister, announced a cease-fire, his hands shaking, and European officials indicated that they were prepared to move quickly if a decision was made to take military action.

“We will judge him by his actions, not his words,” Prime Minister David Cameron of Britain told the BBC in London.

Controversial cases put judges under scrutiny

BEIJING - After calls by Internet users prevented a farmer from being wrongly sent to prison for life earlier this year, moves to make the provincial court system more open to the public gathered strength, said Zhang Liyong, head of the Higher People's Court of Henan province and a deputy to the National People's Congress.

Starting from this year, the province's court system will broadcast online as many trials as possible to put judges under public scrutiny, Zhang said.

In the past year, two controversial cases in Central China's Henan province attracted nationwide attention and eroded the judiciary's credibility.

One was the case of Zhao Zuohai, a farmer in Zhecheng county of Henan, who was found to have been wrongly imprisoned for 10 years. He was sentenced to life imprisonment for murder, but his alleged victim returned home last year, proving Zhao's innocence.

Zhao was paid 650,000 yuan ($99,000) in compensation for the losses he incurred: his wife left him, his children were adopted.

In the other case, another farmer in the province's Pingdingshan, Shi Jianfeng, was sentenced to life in prison in January for avoiding paying expressway tolls worth almost 4 million yuan with fake military vehicle plates.

The unreasonably high toll amounts and the harsh ruling aroused Internet discussion, which prompted the farmer's younger brother, Shi Junfeng, to turn himself in with new evidence.

The younger Shi told the media in January that the attention from the Internet made him feel more confident about his chances of saving his brother from being confined for life.

The police are now re-investigating the case, and the province's Higher People's Court has announced that the retrial will be broadcast live for public supervision.Controversial cases put judges under scrutiny

Zhang Liyong, as the head of the provincial court system, believed the reasons behind the two incorrect rulings are that many judges in China still tend to presume the suspects are guilty, and some judges have not fulfilled their responsibility to check the facts before finding an accused guilty.

If there are loopholes in a case or not enough evidence to prove the suspect's guilt, judges should find the person innocent. But in reality, as the last link of the judicial system, some judges make compromises with prosecutors, presume the suspect is guilty, but hand down a lighter sentence, he said.

"Police make the dish (investigate criminal cases and find the suspects), prosecutors serve the dish (verify the facts and approve arrests), and the court eats the dish," Zhang said.

"But often the judges devour the dish without checking whether it is clean or poisonous."

This year, the Henan Higher People's Court is planning to broadcast at least 5,000 cases live on its website, according to Chen Haifa, director of the website office of the court.

But it will not broadcast cases that involve privacy, juveniles and State secrets, Chen said.

The 2011 Ford Fiesta ranks 1 out of 33 Affordable Small Cars. This ranking is based on our analysis of 25 published reviews and test drives of the Ford Fiesta, and our analysis of reliability and safety data.

Reviewers are nearly unanimous in saying that the 2011 Ford Fiesta sets new benchmarks for the affordable small car class -- even reviewers who don't go that far say Honda and Toyota should watch their backs. The Fiesta debuted in 2010, and this year, the Fiesta gets even more accolades: We named it the 2011 Best Subcompact Car for the Money.

Ask any car lover and they'll tell you: some of the world's best small cars never make it stateside. With the 2011 Ford Fiesta, that's changed. However, there's always the risk that the praise may be premature. Reviewers have been enjoying well-optioned higher trims. In the base trim, which comes with few standout features, reviewers may not be so effusive.

Other Cars to Consider

If you're looking for a fun-to-drive small car, the Fiesta isn't the only option, but it is one of the least expensive. The Mazda3 wins a lot of praise for its driving dynamics, but it starts at about $2,000 more than the base Fiesta -- and can’t match the Fiesta's fuel economy, which is among the best in the class.

The Mini Cooper comes close to the Fiesta's fuel economy ratings, but costs about $5,000 more than the base Fiesta. However, if you're considering a well-optioned Fiesta (higher Fiesta trims start only about $1,000 below the Mini's base price), the Mini's BMW-sourced driving dynamics may make it worth looking at.

If practicality is your main concern, you should check out the Honda Fit. While reviewers flat-out say it isn't as much fun as the Fiesta, it starts at less than $1,000 more than the Fiesta and has lots more cargo room than the Fiesta hatchback. It also only trails the Fiesta's estimated fuel economy by five miles per gallon on the highway and two miles per gallon in the city.
